iCloud Data Sync Issue during Apple Watch Setup on iPhone

I have followed the step by step guide on setting up a kids Apple Watch to you iPhone. However, I keep getting “Couldn’t Synch iCloud Data To continue using iCloud to synch your end-to end encrypted data, you’ll need to delete current data stored in iCloud.” which I select “Delete iCloud Data” from the watch. Then it states cannot connect to server and I start the process all over. I have worked with the Geek Squad and Apple Genius Bar and no one can assist with the set up. Any guidance would be appreciated!

I was having the same issue. My son has an iPad. So I went into Setting and then his name at the top. In his Apple Account, towards the bottom, there was a sync just above the Sign out. I clicked into it and it said resume sync. It could not sync and asked to delete iCloud data. I selected to delete and the Apple Watch setup worked.
