Here is what the previous owner should have done prior to selling the Mac:

What to do before you sell, give away, trade in, or recycle your Mac - Apple Support

FYI, I also encourage anyone purchasing a used Mac to perform a clean install of macOS to make sure it is done correctly and that the previous owner did not leave behind any nasty surprises....start at Step #6 of the article I linked. Plus this can sometimes alert you to the fact the previous owner may still be managing the Mac.

So, who’s the seller? Return this. If purchased form someone you just don’t know (i.e. off of craigslist), then you’re probably out of luck, as you’ll never here from them again. If purchase doff a site (i.e. eBay), then contact the site, seeing if the seller can be held accountable, and if your can get your money back.
