How do I block websites in Safari on my iPhone 13 Pro?

The steps described in answers on this site don’t work. I find no way to block any websites out to add to a list. I see no list of allowed sites and I see no list of blocked sites. I’ve deleted cookies but the same websites keep popping up. I have popups blocked but still these websites keep opening and hacking my activity. These popups seem to have originated with the M2 Blocks game because the hijack always only occurs while playing that game.
