Activation Lock is an anti-theft feature that you cannot bypass.
You cannot unlock the phone without the credentials that it is asking for. We cannot. Apple will not unless you have proof of original purchase that is satisfactory to Apple. Which, if you bought the phone second-hand, you won't.

That sentence doesn't make any sense. As simply said as possible:
If you bought the phone from someone, return it for refund. If you can't get your money back, recycle it. You cannot use the phone.
If that previous “owner” isn’t you …
… return it to the place of purchase for a refund.
Not sure if you mean a receipt by "ticket". If this is a third party purchase, it will do no good. As seen here many times the purchase receipts needs to be the original receipt from the Apple Store or Authorized Apple seller. I can print out a receipt myself and it means absolutely nothing. For that reason, Apple does not get involved in third party sales.
