Thanks so much, but it was pretty straightforward...youtube solved it for me! I had to go into system settings/control center and scroll down to 'menu bar only' and be sure that 'never' is chosen under 'automatically hide and show menu bar'. Fixed it. I do NOT know how hiding the menu bar became activated, but this fixed it!

open System Preferences and click on Dock & Menu Bar. Under Menu Bar, make sure that the checkbox next to Automatically hide and show the menu bar is not checked. Also: restart your Mac.
That is not much to go on.
Somehow you are in full screen mode?
What window are you seeing? Desktop or some application.
What apps have you installed that work with the menu bar? BarTender?
Try the Escape key in the upper left hand corner first.
Try clicking the mouse in the panel you see next.
