I got a new phone that my parent/guardian set up my new apple account,And they set up “ask permission to buy” and i need help how to turn it off but it wont let me and it say to “stop using family sharing” so i don't know what to do.

Your parents/guardians have probably set up that setting within the Screen Time restrictions for you, and you likely won’t be able to bypass that on your own. You can also go ask your parents/guardians to change that setting.
Or if you are above the age of 13, you can go ask your parents to remove you from Family Sharing, but it may be at their discretion.

Your parents likely set it up to restrict your purchasing. Without Ask To Buy turned on, you have relatively unlimited access to their credit or debit card to make purchases, so understandably they would want it activated. ;-) You need to learn how it works so you can send them requests to allow you to make purchases.
