I used my email to make a twitter account and I didn’t check my email for some days and I checked my email because I was bored then it said a safarimobilelos from Oxford has log into your account so I checked my twitter account and then it said I was permanently banned and it said some device log into on twitter

You would need to ask Twitter about that. No one here would be able to even remotely guess the reason it "permanently banned" that account.
"Safari mobile iOS" seems like a distraction to me, probably a guess on the part of someone that something identified a login attempt from someone who used Safari to log in from an iOS device. I doubt that information will be helpful to you.
