For an iPhone "unavailable" message or a "security Lockout" screen:

If you see a iPhone, iPad, or Apple Vision Pro unavailable message or Security Lockout screen - Apple Support
Eg: says:
- "Your device needs to be connected to a cellular or Wi-Fi network.*
- You'll need your Apple ID and password that you used to set up your device."
and
"On your iPhone, the Forgot Passcode? option appears when you have a device that uses iOS 17 or later and you are connected to a cellular or Wi-Fi network."

Which Apple ID did you use to set-up the iPhone ?
You would likely have used your correct Apple ID and Apple (ID) Account password to log-in here ?
They would be in use for FaceTime and Messages, iCloud if your use it, App Store, etc.
It may take 24 hours for the new password and email you changed to update everywhere it is used:

iPhone doesn't know whether you are you as the owner, or whether someone is trying to illegally gain access.
We can not guess what your have or have not tried ... hope something above helps
