Can't reset Screen Time passcode

I'm trying to reset Screen Time passcode on my iPhone. When I select Forgot Passcode? and enter my Apple ID password, it says it’s wrong even though I know it’s correct, because I use it to log into other settings.

When I try to reset Apple ID passcode via Screen tTime the prompt shows the last two digits of your phone number, and they are correct but it still says that my number is invalid. When I proceed it asks for my phone passcode, but rejects it even though I can use it to unlock my phone normally.

In short: my phone isn’t accepting my Apple ID, phone number, or passcode during the Screen Time reset process, even though all of them are correct.

The phone is updated, connected to wifi.

What should I do? Reset my phone and create new Apple ID account?

P.S. I have iPhone 12 Pro, iOS 18.6.2
