How to return a lost iPhone to the Original Owner

My brother in Dubai sent me an iPhone XS Max and after unrapping it I find out that it has "Find my phone on". My brother said he bought it from a friend and the friend do not know the password or the icloud email on the phone. I think the phone was stolen and sold to my brother, please, how do I return the phone to the original owner? Can someone help me or can Apple help me locate the owner?
