I have placed photos from my phone onto my icloud backup. But I was told that deleting them from my phone deletes them from my backup? That's silly!!! Why bother backing them up and why bother clearing my phone to clear space? Surely there is another answer for the pictures/videos I want to keep!!! How does that even make sense???

iCloud is not a backup, it is a synchronization service. Your photos remain in sync across devices. If you add/delete those add and delete everywhere. You can optimize storage on device (settings > photos) to keep originals in iCloud and optimized versions on device.
iCloud device backups are stored in iCloud (I know, it can be confusing). Your iCloud backup includes your device data and settings for the entire device but excludes data synced to iCloud.
