New ipad still has all the apps 'waiting' 3 hours after it started. Have turned wifi off and on and tried hotspotting from my phone but nothing is moving. Is there any way to stop all the apps and start again bit by bit?

Having transferred your data and settings to your new iPad, in rare circumstances the download and installation of associated Apps can appear to stall.
Try a long-touch (i.e., touch and hold) of any App that appears to be stuck; next select Prioritise Download. This will usually kick-start and complete the App installation process.
