Apple invites submission of comments and feedback via its Product Feedback portal. For iPad and iPadOS:

Along with the Feedback link, also review the Unsolicited Idea Policy. Unfortunately Apple has been sued many times by people claiming an idea was theirs, so they had to come up with this policy.
