With this update 18 and more, the pull down control panel is arranged in a way that does not work for me. I need to rearrange the button with 'air drop, wifi, bluetooth, etc' but it will only let me move the button. I need wifi and bluetooth the larger buttons and the air drop and other in that tiny cluster. Anyone know how to rearrange this?

You can not change how any individual button is configured. You can, however, delete that button and add individual buttons for each item.
