When we moved to a new state, I started a new apple account. my old account is still connected to my current phone and apple app keeps sending a sign in msg to the old account to which I do not remember the password. how do I delete the old account?

You will need the Password to sign out of the account on your device. Otherwise anyone with access to your phone could remove your account and add their own and you would be locked out. There are 3 ways to reset the password and you do not need access to the old email address.
If you forgot your Apple Account password - Apple Support
If you are still unable to reset the password, your only other option is to provide the original purchase receipt from Apple or Authorized Apple seller to remove the Activation Lock.
