change location in ADJUST DATE AND TIME (or anywhere else?)

I am digitizing old photos and want to include the location at which the photo was taken. In Photos, If I click on ADJUST DATE AND TIME I see at the bottom the option CLOSEST CITY. Most of these photos were taken in Philadelphia, Orlando, or Atlanta. If no matter which city I enter into the CLOSEST CITY field, the app automatically defaults to New York City. Is there no way where I can stipulate the correct city in which the photos were taken?

Don't use adjust date and time. That is probably just for time zones.

Select all the images you want to locate, hit the "info" button and type the location into the field.

As Keith says, just type in the name of the place into the Location field of the Info Window.
