Can I transfer pictures from CDs to an iPad?

Use the PC's CD drive to copy the images to a exFAT formatted thumb drive. Then copy the images from the thumb drive to the iPad with its Files app or Photos app. The iPad might use USB-C or Lightning connector so get a suitable adapter to connect the thumb drive (consult a nearby store, if needed).

I understand you have a Mac, right? You didn't say what kind or what ports it has, but if it's not as ancient as I've had, then it probably has USB ports on it-- is that right?

Then you need to get a modern CD/DVD drive that will plug into your Mac. Here's an example of one (not a recommendation! I haven't used this one!) that I copied from Amazon. It was about $23.

A few cost less. You can spend more-- I have, but I'm not sure it mattered.

I've had several of these sorts of drives, and the process is a bit flakey. Some read files that others won't read, and vice-versa. I swear, we were told CDs and DVDs would last 1000 years, or something, but many of mine had corrupt files after only a few years. Don't be surprised!

The app Image Capture that's in your Applications folder on the Mac will probably operate the drive and allow you to import pictures to your Mac.

The best way to get pictures from the Mac to the iPad is through iCloud. If that's out for you, then you'll need to connect a cable between the Mac and the iPad and use Finder to transfer the pictures.

A Microsoft Windows system with a CD or other compatible optical storage drive might be able to read that media. It's certainly worth a try.

(For most things including this, the Windows hardware vendors — Asus or otherwise — aren't all that relevant. It's Windows you're dealing with.)

For macOS, Apple stopped including integrated CD drives many years ago, likely as CD and DVD and other optical drives have long tended to be unreliable on all platforms.

Current Mac computers can connect to an external CD or other optical-media device. That external device will usually now be third-party optical-media device, as Apple has recently discontinued their SuperDrive.

USB device communications can use any of various connectors including USB-A and USB-C connectors, and there are adapters to convert from newer USB-C to older USB-A devices. Newer optical devices have USB-C connectors.

How much do you want to know about USB communications, and about optical devices including CD and DVD drives and media, and about whatever format or app was used with that CD, and with troubleshooting any errors that might arise? Because if you don't want to become rather more familiar with all of that, maybe ask a local Apple authorized service provider.

But that depends on the format of the particular CD, and what gear you have other than an iPad.

There were some arcane and long-gone photo app formats used years ago.

And it depends on whether the CD itself is still readable, as recordable and rewritable CDs can rot.

Do you have access to a Mac, Windows, Linux, or BSD computer, with a CD drive? That would be the first step.
