Keep Getting Back to Security Delay

I just bought a new iphone 16 and was trying to set up my work email. But every time I try to create new mail account, it asked for a 1-hour security delay. After that one hour, it took me back to the menu, and ask me to wait for 1-hour again, starting all over again.

I tried to turn off stolen device protection to stop this. But that also just took me back to this 1-hour delay again and again.

How can I get out of this and just make my email work? ...
