I just spent an hour this afternoon with Apple Support. Ryan was great. Long story— it appears that I may have non Apple software that’s causing the problem. The recommendation was that I reset my MacBook Air and then restore my documents and Apple apps. The many other applications I have need to be evaluated one by one and downloaded a new or not. Sounds like fun.

Hello Randall, it just so happens that I have the same MacBook so I may be able to help. Have you checked by any chance if you have any profiles installed that could be blocking you from downloading updates? Maybe you could share a screenshot of your issue.
Hi,
As far as I know, Sequoia 15.2 is the latest macOS. Which macOS is installed on your MacBook Air m2?
I’m up to date. Sequoia 15.2.
Actually, it says the app, for example Pages, cannot be installed. I can download but not install any of my 17 apps in the App Store Updates.
Thanks to Fred and Kaz for their kind assistance.
