iCloud sign in location is not my exact location why is this?

I thought I had an unidentified iCloud login so I changed my iCloud password on my mobile as per Apple guidelines. When changing password in my Mac The 2nd step verification then asked to allow /not allow a new sign in on my mobile. the sign in location was Bristol but clearly coincided with the password change I did in on my mobile. But my location is Peterborough! ? Why is it that Find my devices know where I live but Apple iCloud ia showing a different city??

The notification might include a map of the approximate location of the sign-in attempt. This location is based on the new device’s IP address and might reflect the network that it’s connected to, rather than the exact physical location. If you know that you’re the person trying to sign in but don't recognize the location, you can still tap Allow and view the verification code. If you’re not the one trying to sign in, tap Don’t Allow to block the sign-in attempt.
