Phone is stuck on the regulatory screen

I got a phone from my sister. She had reset her phone and handed this one to me. I tried to transfer information from my old phone to this one but in the process of doing that, I was asked to update the phone to the latest IOS. I did that and was stuck at update requested for hours. I then changed my network source to a stronger connection. It downloaded and the took close to an hour to install the update.

I switched off completely thinking it’ll help but when I turned it back on to see how far it’s gone, it got stuck in the regulatory screen. I’ve tried to force restart, it didn’t work, let the battery drain out and charged it but it didn’t work. It doesn’t even give me the option to put a passcode. I don’t know what to do, is the phone bad now?

Sometimes, a simple restart can resolve temporary software glitches. Turn off your iPhone, wait for a few seconds, and then turn it back on.
1. Restart the device. That's it.
2. Still not solved --> Force restart iPhone - Apple Support
Make sure you have the latest updates installed. Update using iTunes/Finder —> Update your iPhone, iPad, or iPod touch - Apple Support (IN)
You still see a black screen after charging, force restarting, following the steps in this article.
