How do I update my iPhone 8 to iOS 17?

You cannot pick and choose an iOS version. What you get is Settings > General > Software update > [All options are available here]

The iPhone 8 originally ran iOS 11. You can update it to the latest release of iOS 16 – currently iOS 16.7.10.

About iOS 16 Updates - Apple Support

You cannot update an iPhone 8 to iOS 17 or later. It is not compatible with them.
