An iPhone 8, iPhone 8 Plus, or iPhone X isn't capable of 17 or above; they require an A12 or better CPU.

iOS 17 is no longer available. But, even if it was, your iPhone 8 Plus would not have the ability to run iOS 17.

If you want to run iOS 18, you will need an iPhone XR or higher model. An iPhone 15 or iPhone 16 would be recommended because it will receive updates for the next 6-7 years or so.

You cannot update your iPhone 8 Plus to iOS 17 or higher. For that phone, which originally ran iOS 11, iOS 16 is the end of the line.
