Can only boot on «Network Recovery Mode» with MBA 13" 2018

After buying MBA 13" 2018 (used), reinstalling Monterey (to be level with previous Mac) creating a temp user, the latest password didn't work (...). I tried to restart in «Restore Mode» to change the lost admin password with the resetpasswordoption, the «Restore Mode» start to go via net load and keep asking to login with a «AppleID» account I don't have. I'm stuck there. Can't choose startup disk with «option key». As soon as I start, the boot operation fall on «Network Restore Mode».

Seems like the previous owner did not properly prepare this laptop for sale. You should return the laptop for a full refund.

FYI, here is what the previous owner should have done prior to selling the Mac:

What to do before you sell, give away, trade in, or recycle your Mac - Apple Support

Whenever someone purchases a used device, they should always perform a clean install of the OS in order to make sure it has a clean fresh OS even if the previous owner did so because you may discover that the device has a firmware lock enabled or may still be managed by the previous owner. Plus it is always good to know that the computer is clean & properly configured.
