It is banned. The President signed an executive order delaying enforcement of the law for 75 days to give ByteDance more time to find a buyer, but that does not mean it is once again legal.
You can access it in a web browser if you like, but that's it for now. Apple and Google have both removed it from their apps stores and I would not expect it to return unless ByteDance divests itself of TikTok as required by law.

If you are in the U.S., that is correct. You can't download the TikTok app. Not from the U.S. Apple App Store, not from the U.S. Google Play Store.
Unless TikTok is divested from Chinese Government control – or Congress changes the law – it is, and will remain, illegal for anyone to distribute TikTok's mobile apps, or even their Web site, within the boundaries of the U.S.
If you don't like that, convince TikTok to separate themselves from Chinese government control … or convince the U.S. Congress to change the law. Apple and Google did not make the decision to ban the TikTok app, but instead, are merely complying with the law.
