No need to be confused. Currently the law that imposes fines on Google, Apple, and Microsoft has NOT been overturned. It has not been done by Congress and the Supreme Court has not ruled that an Executive Order can eliminate those fines.
The fines on those companies are only for new downloads in their App Stores, so you can continue to use a previously downloaded app or access TikTok on the web using Safari. There has been no permanent solution, so the future of TikTok is still in limbo.

That leaves you with using a previously downloaded app or access TikTok on the web for now. Under the law TikTok must still divest to a US company, so act quickly as even that may be ended shortly. Currently there are about 54 days left for that to happen and there is no guarantee that TikTok will divest before that time. Please read more of the information that has been provided so you have a better understanding. In a previous post you claimed the reason was because it was an app from Japan, and that is not even true. ByteDance is the company that owns TikTok and it is based in China. Spreading false information may be something you see on many Social Media sites, but you will not find it here on this Support Site. It is actually important that what is posted is factual and there really is no place for false rants.
Nope, no one knows when TikTok will return. As of now the ban is still in effect.

The ban, and the fines, seems to apply to in-app purchases, too. Apple says that in the U.S., "in-app purchases and subscriptions" for banned apps "are no longer possible." The law prohibits "providing services to distribute, maintain, or update" a "foreign adversary controlled application."

Uh Oh, you failed to read any of the posts here, otherwise you would understand why it is not in the App Store:
If you have any questions about the law or want to share your feelings about it, then contact your Congressional Representatives that passed it. Do you know who they are and how they voted? Posting on an Apple Support site will have no effect on any changes in the law.

But it could be. Apple and Google are being prudent, as their shareholders should expect, and not risking $5000 fines per user.
Even if the ban is lifted (as can only be done the way Servant of Cats explained), I suspect it's possible for Apple or Google to still choose not offer the app.

Yes, Congress does know that a lot of people access TikTok using the TikTok app for iPhones, iPads, Android phones, and Android tablets. That's why Congress wrote the legislation to prohibit companies like Apple and Google from helping to distribute, maintain, or update the app!
Congress saw the ban as a good way to cut off the "foreign adversary controlled application" – either immediately, or, over time, by attrition.

Nobody knows if or when it will come back. The law that was passed by Congress and upheld by the Supreme Court has not been repealed and there is no intention to do that. TikTok was banned and remains banned.
The law does not require Apple or Google to delete copies already on phones, but does prohibit distributing, maintaining, and updating the app. If the service breaks because people cannot get updates, that is an intended effect of the law.
You are not addressing Apple, and your demand to bring TikTok back now, while it is illegal for Apple or anyone else to do so, will get you exactly nowhere.
