Boyfriend's location movement on Find My app

I have my boyfriends location on my phone when he says he’s sleeping I go into find my and I’ll see his little circle thing move a 8th of a inch my question is can the circle thing move even if the phone is not moving

What does the blue circle around the location icon mean on Find My? I’m trying to figure out what the blue circle around the icon me and my husband sharing locations and I don’t know if it means he’s out by his vehicle because the blue circle is in the parking lot not around the gym [Re-Titled by Moderator]
