I would not assume that you are eligible for a tax refund on the purchase. I bet that the state of Pennsylvania and the City of Pittsburgh will say that as far as any State and local sales taxes are concerned, the sale occurred there and the taxes are non-refundable.

In fact, it's quite possible that the customs or tax authorities in Uzbekistan will want to collect their own taxes or import duties on the phone, on top of the sales taxes your friend paid. I'm not familiar with Uzbekistan law - but governments everywhere tend to be more eager to collect sales/VAT/import tax than to waive it.

In any case, you are not speaking to Apple here, but to fellow Apple customers. Apple hosts these forums – but largely is not present here except to moderate them. You will need to contact Apple directly if you want them to listen to your request.
