Too many local network access after emergency reset

Normally my number of local network access is 0 in iPhone security. But when I do emergency reset, number of app that has local network access changes. Why this happens?? Local network access should be 0 when I do emergency reset. Strangely, there is no actual app that have local network access when I click local network access button. But it is still not 0. It only turns 0 when I restart my phone. Am I only one that have this error?
