There is no such thing as transferring an app from one device to another. They are not transferred like a file or picture. It is simply a link to download the app, which obviously will not work when the phone attempts to download it from the App Store.

Apple will not be able to help you. Contact your Congressional Representatives that voted to place the fines on both Google and Apple for allowing anyone to download or redownload the app in their App Stores.

It is not up to Apple. If you have any questions, feel free to contact your Congressional Representatives that passed the law to put fines on both Google and Apple for allowing any downloads. There is nothing Apple can do, but follow the laws. I think that is understandable.

You would need to direct your request to Congress who passed the law or ByteDance who is required to sell to a US company. Posting to Apple to break the law is a waste of time. If you have no idea about the law, and simply think it is "unbanned" because someone told you that, you have quite a bit of reading to do and can start on page 1.

Not sure why you think Apple has the power to get it back for you. All they can do is follow the law that Congress has passed.

If you are in the U.S., you don't. Distribution of the TikTok app is banned by law. ByteDance, Ltd and TikTok are, so far, apparently unwilling or unable to carry out the qualified divestiture that would let TikTok be unbanned.

A majority of the US legislators and senators have decided the US should not have access, with President Trump having originally sought this ban, and the US Supreme Court having upheld the law. The resulting PAFACA will either need to be rescinded, or ByteDance will need to divest ownership.

I'm not sure where you're getting a "45 day ban." Congress pass a law that went into effect on January 19th that banned TikTok and other Byte Dance apps in the U.S. The Supreme Court has upheld that law. There was an Executive Order that gave Byte Dance another 75 days to divest themselves of Chinese ownership. But, unless Congress passes a different law, the ban is permanent.
