My Samsung android is dead- not starting at all and I want to be able to transfer my old data into my Iphone. How can I access my old Samsung data so I don't lose all my contacts, passwords etc

If the Android phone is completely non-functional, then there will be no way to get any data from it. If you made a backup of that data or had it stored in a cloud somewhere, it may be accessible. If not, then it's probably gone.
