What should I do if my Apple ID is locked/disabled?

So i bought a used iphone from a reseller, after i bought it some hours i did put a new apple id on it after some time the apple id got locked and it says I cant use it. And the phone is always asking me to sign in while I cant and I cant sign out , help !
