I'm delighted to say that updating to 15.4 has resolved the problem - VIPs (for me) are now functioning as they did before disappearing in 15.3.
I'm having the same issue. It just started today (February 21). When I open my Mail, everything is fine. VIPs will show. Then I check my Inbox or any other mailbox, go back to VIPS, and it shows all my mail, not just VIPs.
I closed Mail. Opened Mail. VIPs showed the first time I looked, then reverted to showing everything.
I closed Mail and everything else. I shut down my Mac. I rebooted. Opened Mail. VIPs showed the first time but then reverted to showing my Inbox.
My VIP box is critical, I am an editor who gets things submitted from people on my VIP all the time. I need to be able to see only those emails in order to keep track of my work. What the hey, Apple?
The smart mailbox is a great fix. However, a second issue which is perhaps more serious, also seems associated with the Sequoia which is it system takes up all available space -- can be over 100GB. (see: MacOS Sequoia filling up with system data - Apple Community This has been noted by a bunch of people as well, though the two issues have not been connected before. I think Sequoia was not ready for prime time. I think they just wanted to get their AI out there. Best of luck to you.
The tech person I spent about 8 hours with over the week is reporting all this and suggested staying with Sonoma for a while until they do some new releases/bug fixes
Oh, I hear you on the AI. Copilot is driving me nuts! So far, the smart mailbox has held steady and is working for me. Just very irritating that we have to do that. Oddly, everything is fine with my iPhone and iPad Pro, both of them running up-to-date iOS. It's just my Mac and Apple Mail.
They "fixed" it.
On 15.4.1, the VIP mailbox does not have the annoying whole inbox display problem, but it fails to add new VIP mails as they arrive, or if switching mailboxes, or if restarting Mail (even forced quit).
Great job, Apple Techs! It's gone from very annoying to non -functional!
When you click on the VIP, the total inbox shows - not the email from that person.
VIP seems to have been removed in 15.3! I tried to make a sender a VIP today and the star would not "turn on" in the email and no VIP mailbox for them was created.
In my case, the VIP list is still there but the e-mails within the list are a mess, Basically a disorganized version of the inbox for all my addresses. Does that make sense?
The emails from the VIP persons don't load when you click on the person in the VIP list

Since "upgrading" to Sequoia 15.3, the email VIP function has not worked.
Add me to the list - VIPs still listed in the sidebar, but message list an omnishambles and identical for each VIP
After upgrading to Sequoia 15.3.1, each and every VIP box in sidebar list ALL Inbox messages.

I'm having the same problem after updating to 15.3.1. The VIP mailbox shows ALL of my iCloud mail and none of my Gmail mail (including NOT showing VIP Gmail senders marked VIP).
Good idea. Here's what mine looks like. It works exactly like the VIP folder did before.
I’ve done it twice with no fix. Now going back to Sonoma
