Charging issue on my MacBook Air

I have a 2022 Mac Air. I keep it plugged into the AC power. I've noticed that when I close the Mac up and leave it on, the charging light on the power cord never shows a fully charged green light. When I shut the Mac off, the light will show a full charge. Is this normal? My older Mac will fully charge when left on but not in use.

Beginning with macOS 10.15 Catalina and newer Macs, they have a new option for Optimized Charging which is a macOS setting that is enabled by default in order to help extend battery life when a laptop is connected to the charger a lot. See this Apple article for more details:
