My Wifi Button is stuck on grey and wont move

when I try and turn the wifi on for my iphone 13 it doesnt change and stays grey

How about your Bluetooth switch; and check in Settings, not the Control Center.

If neither works your phone has a hardware problem in the microcircuit that controls both.
