Cannot add Visa debit card to Apple Pay on new phone or watch, older ones are fine

Have new phone, latest IOS, loaded with lots of other, working cards. Have one bank that cannot load debit card even though their credit card is loaded. Spoke to Apple, ran diags. They say NPO, Visa, is blocking adding cards because the devices are low reputation from too many attempts and bank needs to reset this. Getting ZERO traction from internationally well known bank in Australia. Same with watch. Works on older phones and even Mac.

Apple told you the truth. The PNO (Payment Network Operator) is blocking the card. Your card is being Red Flowed as a fraud risk by the PNO.


Apple is not a bank. The data they send to PNO needs to be verified by PNO and then they send it to your bank. The test is does your internationally well known bank acknowledge receipt of data from PNO.


if you try to add/verify a card more than 5 times in 24 hours your device is Red Flowed for 24 hours. If your bank’s support team won’t intercede on your behalf with the PNO/Visa, you need to wait 30 to 40 days for PNO to stop Red Flowing your card. Attempting to add the card during the waiting period is said to restart the 30 to 40 day freeze.


So, the real challenge is who is blocking your card? The options are only your bank or PNO. If the bank is getting data from PNO. It’s the PNO blocking you. If the bank acknowledges request to add your card to Wallet, the bank is blocking you.

Jeff, thank you so much for this!! So I have two strategies, one is sit on my hands for 40 days or try it or talk to someone with the correct skill set at bank. If the bank is not seeing any request, it must be the PNO.


Another quick question, is my associated ultra watch 2

treated the same way because it’s a satellite of the affected phone or because I have also tried too many times on it as well? It has its own wallet.
