I ongoing issues of having random lines appearing while taking notes on the iPad Pro 12.9 4th Generation. It happens in multiple apps: Onenote, Notability, etc. I have checked the pencil tip and all other recommendations. The only thing that works TEMPORARILY is to force close the app, forget the pencil and restart. NOT CONVENIENT.

Have you fitted a screen protector? If so, this may be the cause.
Some poor quality (often cheap) screen protectors, ironically, do not work well with an Apple Pencil.

While you may be remote from your nearest Apple Store, be aware that an Apple Authorised Service Provider (AASP) may be much closer.

Anything other than Best Buy requires a significant drive (1.5-2hrs each way). I don't much care for the Geek Squad around here.
I have not. I work around it by forgetting the pencil, quitting the app and restarting. Sometimes repeatedly.
You might be best advised to visit the Genius Bar at your local Apple Store or Apple Authorised Service Provider (AASP) - where you can demonstrate the issue and the technicians can test and assess your iPad and Pencil for faults:
