I updated to macOS Monterey 12.7.6 - I cannot use outlook it says its 15.33. When I try to download outlook again it says the version is not supported by macOS Monterey

microsoft choose to only support the 3 latest macOS versions
if your mac support a newer macOS version you can upgrade
otherwise you can look at other mail app options
like thunderbird
