How to resolve a pending charge on Apple Account for app updates?

So I have a pending charge that I am trying to pay and for whatever reason I don’t know if Apple’s account thing is not working, but I’m trying to pay it just take it off my card and I need help. I need the Apple contact to get this ball rolling so I can update my apps and do everything else, etc..
