"Unable to Load Video" error on iPhone when playing video uploaded to iCloud

Hi,

Uploading videos to iCloud from PC (Windows 10). When playing video from iPhone it says:

"Unable to Load Video, An error occurred while loading a higher-quality version of this video".

There are numerous of old threads here with the same issue. Some are suggesting to "accept terms and conditions", I cannot find these TOC anywhere. Some are suggesting to duplicate the video, doesn't work, it just says "Unable to Duplicate Video - This video cannot be duplicated because it is unsupported".

Love apple products and software, but sometimes it's mind boggling how errors and bugs can exist for such a long time without being fixed...
