My iPad is being linked to an apple account, and I no longer use the email and phone number, also I forgot my password. I haven’t been able to use my iPad for years! Pls how can I use it without proving my old email

A1489 indicates that it is an iPad mini 2 (Wi-Fi).
As for getting into it, you cannot unless you can provide the credentials needed to satisfy the Activation Lock, or the proof of original purchase needed to satisfy Apple. According to you, you can do neither. So it will remain a brick.
Even if you could get into it, you could not update it past iOS 12.

As this juncture, unless that you are able to demonstrate to Apple's satisfaction that you are actually the bona-fide owner of the iPad, you are indistinguishable from someone that has acquired the iPad through nefarious means.
Insofar as Apple's procedures are concerned, you must adequately demonstrate that you are the owner of the device - this usually requiring that you can produce the original sales invoice that includes the serial number of the device in question. When purchased directly from Apple, or an Apple Authorised Retailer, the sales invoice will always provide the serial number or other unique device identifier that meets this requirement.
If you lack the means to meet Apple's proof of ownership requirements - this always being at Apple's absolute discretion - you will not be able to resolve your current predicament.
One more time: The “yes, but”s are irrelevant. It’s time to recycle the iPad.
I have tried for months to gain access to my iPad Air (several years old). I tried myself, went to the Apple Store, was told to provide till receipt (don't have it, purchased it years ago), Online Support Chat (a few times) didn't work, more do-it-myself, tried Support again only this time got a "LIVE" Agent. Bolstered my spirit and was very helpful but it still came down to needing a receipt. STILL STUCK !

No, at this juncture they still expect you to prove the iPad Air you have was actually purchased by you.
