As this juncture, unless that you are able to demonstrate to Apple's satisfaction that you are actually the bona-fide owner of the iPad, you are indistinguishable from someone that has acquired the iPad through nefarious means.
Insofar as Apple's procedures are concerned, you must adequately demonstrate that you are the owner of the device - this usually requiring that you can produce the original sales invoice that includes the serial number of the device in question. When purchased directly from Apple, or an Apple Authorised Retailer, the sales invoice will always provide the serial number or other unique device identifier that meets this requirement.
If you lack the means to meet Apple's proof of ownership requirements - this always being at Apple's absolute discretion - you will not be able to resolve your current predicament.
