Voice control has taken over my phone

The voice to type function on my phone disappeared this morning. In an attempt to get it back, I activated VoiceOver, now VoiceOver has taken total control of my phone. None of the buttons respond to the touchscreen and when I turn the phone on and type in the Password VoiceOver dictates the numbers but the little black circles at the top do not light up as they usually do and after putting the passcode in the phone is inoperable. Swiping up doesn’t work if I press the top left and bottom. left button and hold the right hand button to do a reset. I can’t slide the on off and I can’t press cancel or any other button so that the touchscreen is totally inoperative. All I can do is switch it on and type in the passcode, but nothing happens can anyone assist with this please? Oh by the way I have pressed the right hand button three times to activate a series of commands and if I press them, VoiceOver reads what I pressed but nothing happens.
