MMS has always been a phone carrier feature, pre iphone, flip phones etc.

You pay Spectrum/AT&T a monthly fee to use their service ie SMS/Cellular data/Calls and MMS.

Your line isn't provisioned correctly by them, escalate the issue to Spectrum ask to speak to a tech instead of a salesperson.

I’ve done everything recommended here except wiping my entire phone. MMS has always been activated yet when I attempt to send any photo or screenshot s warning says cannot send MMS must be activated. I even moved from AT&T (where it started) to Spectrum, keeping the same iPhone 13 Pro Max phones. The one w the problem still has it. Spectrum re-provisioned for me sending a new eSIM. No luck.
