Apple has safeguards for accounts, and this is one of them. Although it may not be convenient to wait to recover your account, it is for the best believe it or not.
However it also depends on the security type for your account. To use Account Recovery, your account does require:
Two Factor Authentication, and likewise cannot have a Recovery Key set up:

Otherwise, if you have the older security type that involves possibly a rescue email address and/or security questions that need to be verified, the process would be much different than Account Recovery. If this is the case, I’d try to update my account security if possible, but again, it depends on the account settings already set.

And me personally, I always make sure I have at least one person’s number, that I trust, added to my account just in case I lose access to my phone or number, and this alone puts my mind at ease. You can do this as well in your phone Settings under Apple Account > Sign in and Security, which is definitely a great idea when able to!
