My Apple TV remote will adjust the volume but will not turn tv on and off. When I push the power button, the Apple TV turns off but the actual tv does not. Same with turning it on. I’ve repaired the remote if that matters. My other tv that I have an Apple TV on works just fine with the remote. The tv in question is a scepter brand. Any help is appreciated. Please explain in simple terms.

Check that HDMI control is enabled on the Apple TV. Go to Settings > Remotes and Devices and under 'Home Cinema Control' check that it is set to 'On'.

Edit: HDMI Control may also be listed on your TV as CEC control. Different TVs often call it by different names.
