When I use my Rollator, which is pretty much all the time, my Apple Watch does not accurately count steps, nor does it count distance. What can I do to rectify this problem?

Are you using the Workout app on the watch? Try setting it as "Outdoor walk" and see if that helps. The reason it's not counting your steps is because it is looking for arm movement that isn't there. If you carry your iPhone with you as you use the Rollator, it might help track distance.

Now this makes me wonder... are you sure that location services is turned on for the watch and phone? That could be the problem.
Then do the same thing on your phone.
I do put the outdoor walk on my watch, and I do carry my phone, when I go for a walk. But the rest of the day when I’m walking around I guess I have to leave my watch on walking the whole time huh?
