Did you force restart both devices?
To force restart your watch, press and hold the Digital Crown and the Side button together for about 10sec, until the Apple logo comes back again.

Can you see your correct elevation if you start the Compass App on the watch?
And, it takes at least 16steps to count as one flight of stairs.
