If my wife tries to make a call it fails phoning me on my iPhone her phone displays call ended same for our landline or any other number. If I call her I get the voice message saying I have dialled an incorrect number everything was working fine before she’s a infrequent user but this has only become apparent in the last couple of days.
I suggest that she contact her cellular carrier, checking her SIM (or eSIM) along with her traffic plan.

Temporarily, use another phone to contact the carrier associated with the phone so they can get to work on the issue with your wife's phone.
Or, the carrier might have an online "help" site that you use to work through the issue.
