How do I turn off offloading apps feature on my iPhone running iOS 18.3.1?

I turned this feature on when I was trying to save storage, but ever since I got an icloud plan it’s been bugging me that certain apps aren’t downloaded. I went through all of my settings to try and find where I can turn the feature off and I can’t seem to find it. Any help would be greatly appreciated!! (Btw I checked general—> iPhone storage , the option is just not there. I’m on ios 18.3.1 if that’s of any help )
